First draft of a Police Ordinance for Los Angeles

Although we had a City Marshal at this time, the formation of a police force with full time police officers and police regulations was on the forefront of the newly established City Council in Los Angeles. Laws to regulate the affairs of the citizens which included fines or jail time was the first order of business. The city was established on July 1,1850 and this city council meeting was a month later. Although the original ordinances were very basic, the fines would help fund the newly established city government and eventuality support a full time police force.
